Texas Data Center Approval Pause Linked to Grid Capacity Concerns

Governor Greg Abbott's recent decision to pause data center approvals in Texas has raised concerns regarding the state's electrical grid capacity. This pause, announced on August 3, halts new data centers from connecting to the Electric Reliability Council of Texas (ERCOT) grid until an audit is conducted. The audit will evaluate various factors including tax breaks, power and water usage, and community impact.

The state is currently tracking over 1,800 projects in its interconnection queue, representing more than 474 gigawatts of requested capacity, which exceeds the grid's record peak demand by over five times. Abbott's office indicated that around 90 percent of new connection requests are attributed to data centers.

An Abbott spokesperson noted that fewer than 10 percent of data centers had submitted the necessary power and water usage data requested by the state.

Despite the pause, the order does not prohibit data centers from operating if they supply their own power. Projections suggest that water usage by data centers in Texas could reach between 29 billion and 161 billion gallons annually by 2030. As of now, neither the governor's office nor the White House has indicated any changes to this order.
