County bond money lines up $26 million for the future U.S. 380 freeway through Princeton

Collin County commissioners are set Monday afternoon to allocate $243.7 million in new bond proceeds, including $26 million for the planned U.S. 380 freeway from Princeton to the Outer Loop at SH 121.

Collin County is lining up $26 million from its newest bond sale for the planned U.S. 380 freeway that would carry traffic through Princeton, under a budget amendment on the Commissioners Court's agenda this afternoon.

The court meets at 1:30 p.m. Monday, Oct. 5, at the Jack Hatchell Administration Building, 2300 Bloomdale Road in McKinney. The amendment, listed on the consent agenda, would spread $243,672,179 in fiscal 2026 bond proceeds across county facility, road and open space projects.

The Princeton-area line items

The county's project list describes the $26 million entry as the "Northeast Freeway, future US 380 freeway in Princeton to OL at SH 121," with OL standing for the Collin County Outer Loop. The county would manage that money itself.

Two other road entries on the list touch U.S. 380 east of McKinney:

  • $26 million for an alignment study of Outer Loop Segment 5, from State Highway 121 to U.S. 380; and
  • $6 million for plans, specifications and estimates for the first Outer Loop service road from U.S. 380 to the Rockwall County line.

A separate $1.3 million line covers County Road 557 from U.S. 380 to State Highway 78.

Where the rest goes

Roads account for $199.1 million of the total. The largest single figure is $40.6 million for the first phase of the courthouse expansion and remodel.

Other road items include $26.8 million for the second phase of the Myrick/McKillop project, $20 million for Outer Loop traffic improvements at U.S. 75, $10 million to build a second Outer Loop service road from the Denton County line to Choate, $8 million for County Road 398 between FM 546 and County Road 447, $8 million to design a northbound Dallas North Tollway service road and $6.5 million for County Road 437 as a joint project with a developer.

The list holds $23.5 million as a road and bridge contingency.

Another $30 million is labeled 2023 Proposition E discretionary money for city projects, and $4 million is listed as Proposition D discretionary funding. Neither line names a specific project.

According to the auditor's note on the item, the budget amendment will be processed once the court approves it. The agenda materials do not include a construction timeline for the U.S. 380 freeway.

This spending is separate from the $817.5 million county bond package on the Nov. 3 ballot.
